Formula

Weighted scoring models are a standard portfolio selection technique (PMI Standard for Portfolio Management). You choose the criteria and weights; none are built in.

WSJF (Weighted Shortest Job First) is defined by the Scaled Agile Framework (SAFe), based on Reinertsen's cost-of-delay work. Inputs are relative estimates, usually on a modified Fibonacci scale.

Is the highest score automatically chosen?

No. Scores support the decision; dependencies, capacity and judgement still matter.
